If you disabled the Photos and Video permissions in the app build, you may still get Read_Media_Images prompt on Google Play Console. This may be a result of a previously uploaded build with the Photos and Video permissions enabled.
To resolve the concern, kindly mention that the recent build no longer requires access to photos or videos from the user’s device. You can then proceed to submit the app as usual.
